Did you get your AC running yet ? I was looking for updated info on Actronic conversion kits when I found your post.
I work with a bunch of old timers that have worked on the Actronics panels, I have a little myself and from your description I would think you have a interruption in power to the panel like a seat switch, brake switch or wiring.

I've used the Flight systems kits with good success, but you need to be careful, you can invest 1/2 the cost of a good used late model lift truck too.

I'm presently looking into using a Curtis Controller, I think it can be done cheaper and much less complex than a EV1 panel.
