Sounds like a bypassing steer cylinder, crank the wheel all the way left or right (you decide which way steers worse) bottom the steering over relief (so its not moveing any more), while maintaining pressure at the steering wheel crack open the line on the return side of the cylinder (the non pressured side) or have some one do it for you. You should not see any much (if any) fluid being "pushed" out of this fitting if you do then the only place its comeing from is thru the seals/O rings in the cylinder, then it should be resealed.
