I think that's a C232L, not C2321
Mitsubish 4G64 motor, Impco model J and VFF lockoff, vacuum operated governor mounted under the carb. If the governor is broken and it's throttle plate is closed then it won't let it rev up when you press the petal down.

Fact of the week
The origin of "love" as the score zero in tennis is debated, but two main theories prevail. One suggests it's derived from the French word "l'oeuf" (egg) which resembles the shape of the number zero.
