You may want to search through some of the earlier nawsletters as there has been articles related to California Emmisions and Large Spark Ignition machines, I believe the group was CARB.

Having said that you want to invest in a few hours of inspection time by a trustworthy Mechanic that does not have a vested interest.
Make sure that you get a compression test and leakdown test as well as mechanical inspection. A gas analyser used on the tailpipe emissions is also worth the investment.
