There should be a tilt-lock valve somewhere in the system.

It's either a little block with 4 hoses going in (2 from the tilt valve, 2 from the cylinder side)
(this style is easily and cheaply replaced)

OR, more likely

It will be inside the the spool itself.
It's probably just a broken spring for the poppet valve inside the spool.
