Under teh top cove rin the area of the control handle/manifold is a block box, with slow blow fuses. Your problem is symptomatic of a blown fuse in these modules.
Also, If they are OK double check both the Over the mast cable, and ALSO the cable through the pentagraph/reach mechanism. There are covers behind the load back rest on the fork assy and at the mast to check continuity.

This sounds like a control problem vs a hydraulic problem
