Try cleaning your 14 wire plug to the control card with electrical contact cleaner. I usually change the 2 and 5 rec together since they are relatively inexpensive. Just about anything in the panel can cause the 1 rec to not turn off (inductor, capacitor, snubbers or suppresors [22 re 25 rec], spider block, bad insulator under the 1 rec, bad control card).
Hope you can find another truck to swap parts with. All EV-100 panels are just about the same. About the only differrence is the control card, and a lift EV-100 panel has a different SCR1 and is missing the 4 rec. You can swap all the other parts or the entire panel with another truck. Hyster, Yale, Clark, Mitsubishi, Komatsu are just some of the trucks that used EV100, and the components on the panel except for the 3 I mentioned are the same.
Don't forget the basics. Check for shorts to the frame and the battery voltage under a load. At the dealer I work for, we always try to scrounge up EV-100 panels from scrap trucks. When you try everything the book tells you to, and it is still not fixed, you are down to trying parts until it is fixed. We also have the Crown tech support line to call. Call the Crown dealer and see if they can give you any help over the phone.
