The tilt is limited either per customer request or and most importantly to stabilize the load. To much forward tilt and the operator could dump the load off the forks. I have searched a couple tilt cylinders and have found where spacers were installed to limit the forward and backward tilt. You might have spacers on both sides of the piston limiting the stroke of the cylinder rod. That can only be determined when taken apart. Look on the outside of the cylinder and see if you can locate a part number. Let me know.
