This should not be. It has not been my experience. The forklift should creep forward in drive at idle. Ensure your idle speed is set to at least 750 rpm (I prefer 800) and that your brakes are not dragging, and also that your clutch apply pressure is within factory limits. If it is low, it is possible your inching valve is hanging open, due to maladjustment.
