Yeah that means one of the two is bad or both are bad. I've also seen the access 7 module be bad and throw this code. There are a few tests you can do to check the capacitors in each module to be sure by measuring across the positive and negative terminals and watching the voltage drop after turning off the key.
If the module capacitors are bad the voltage will quickly drop to around 0v. Otherwise it should hold around battery voltage.
Typically the event code instructions aren't always right but it's provides good things to try.
