no this will be fine here. One of the first things i would check is the boom position, is it fully lowered and the extension fully retracted? are the limit switches on the boom intact, the wiring for those switches ok?
If the boom is elevated past a certain point it will slow everything down even the extension can cause a slow down if it is extended out more than a few inches. You'll want to check those switches and make sure they are working, not damaged. There are 4 limit switches you need to check that are located at different positions on the boom. LS4 (secondary boom limit switch) is located out on the secondary boom up near the basket area ON the boom arm, The lift interlock limit switch LS2 is located under the primary boom further back towards the tractor unit section on the boom, the primary boom drive limit switch LS1 is located at the rear joint of the primary boom arm, and the primary boom extend limit switch LS3 is located in the end of the primary boom.
The only reason i can think of that slows the functions AND the drive unit too is if the machine thinks the boom is elevated, that is the only time ALL operations are slowed down.
Check those switches and see if you can find any issues with them before you do anything else.
