There might be a short circuit within the Ignition Switch Wire Harness; Positive volts and Negative volts are contacting each other and blowing that fuse.

Short Circuits are very aggravating to search for and locate.

You'll need to take a good look (if your forklift has these) at the Headlights wire harness and the Strobe Light wire harness and see if the wires have been chafing against the chassis or Overhead Guard, which of course
would cause a Short Circuit.
