So I have a Big Joe E-30 and it moves forward and back very slowly. it's acting like a bad battery or almost dead. I checked the battery voltage and it's a little over 12 volts each or just over 24 volts together. It lifts and goes back down normally. The Red light on it is solid. No flashes.

I don't know if it's some safety switch in the handle flaking out or something. I do have to say it's been pretty unreliable. It's not all that old either. A couple of years. Have had to replace these expensive batteries once before. Any ideas?
