its either run by gears or a chain
id take pressure tests to check pump output
to knock out everything it would have to be the pump, or maybe the priority valve is damaged
check the tank
run it with the cap off (if its not a pressurized tank as some old hysters are, i learned that the hard way lol)
check to see if the fluid is foaming up it might have sucked in a whole lot of air when it was on its side
you may just have to bleed down the system
