If you are only seeing 24 volts your batteries are fully discharged. You should have above 25.6 volts to reset the BDI to full.

"Unicarriers - it would have to be for a dual fuel unit also. Usually a bad cam or crankshaft sensor will throw a E-27 or a E-28 code on the dash panel... If it does not light up and the bulb is bad then it will not start also."
