Fault Code A 13

We have no forward or reverse, all other functions are okay. Very occasionally the truck will work, but this is for a very short time, when it does work the fault code is still on the battery gauge and the red light on the gauge is flashing. This fault appears after the start switch is activated and the potentiometer has started its movement. We have tried another pedal assembly no joy!! Any help would be appreciated.
