RD5000 no reach or tilt functions

the pump loads up when thumb wheel is applied to reach or tilt but no movement. I've check continuity to the first junction block at base of mast and wires are good over mast but not sure where to check from there to ??

follow the wiring out of the junction block, it should run to a function manifold probably underneath a cover on the carriage with several solenoids on it. Most reach trucks are setup this way.
