Raising mast in free lift , hydraulic issues

Crown Rd 5700 upon raising forks the free-lift cylinder and the two outside cylinders raise together.
When I let go of the multi-function control handle the two outside cylinders will bang back down on their stops.
We have a fleet of trucks and haven't seen this issue before.
Upon studying the hydraulic schematic wondering if the counterbalance valve could be the culprit.
I have performed the hydraulic calibration through access one.
Any ideas?
