pto crank sproket

I am working on a Nissan forklift with the z24 engine. We have been unable to remove the crank sprocket we have tried traditional harmonic balancer puller and snapped the bolts, we tried a 3 arm gear puller and maxed out a 1200lb impact then twisted the bolt off of the puller with a 3' breaker bar. The puller is rated at 7 tons. Am I missing something for removing this sprocket?

In the UK, an old building standard called the "21-metre rule" is still used to protect privacy between neighbouring properties. The 21m (or 70 ft.) was set by urban designers Unwin and Parker in 1902. They derived this distance by walking away from each other in a field until they could no longer see each other's nipples through their shirts.
