How full should the hydraulic oil reservoir be when not in use?
Does the steer motor run, but very slowly? Sometimes the steer motor brush springs loose their tension. I replace the springs every time I do brushes, that usually takes care of it if the armature is OK.
Any Idea where I can get a repair manual? I don't have a clue what the SVA or torque generator are. Thanks for your time.

Roadtek: do you mean SV1? the valve on the torque generator?
Make sure SVA in the torque generator manifold is functioning. Without it you will have no steering. Do you have tilt and sideshift if so equiped?
check to see if the steering race (big round bearing) is binding
do you have 1200 psi when you try to steer/ (check the pressure if steer race is ok.
Is the chain good?
