Park brake

Complaint of park brake not holding. Released brake and backed off handle adjustment. Adjusted star wheels both sides. Would not hold on slope after adjustment. removed wheel and hub on left side to inspect. Shoes are like new. Found that even with hub replaced, park brake cable on left side travels about 1/2" further than right. Could this be a stretched cable? Is there any adjustment that I am missing?

over streached cable is most probs, i have replaced quite a few
