No mast tilt back from level unit

Have a newer 8FGCU30 ,mast lifts and lowers but when you want to go back when lifting heavier load will not go back from level ,checked switch on tilt forward-rev lever is showing open and closed when pushed and released but cant find info on cylinder sensor hooked to cyl but when removed and checked with meter does show variable resistance when lever moved but only when moved approx. half way.I was reading the repair manual and found some of the checks but it says hooking up the scan tool was the best way to check out. Does any one know where to get the diagnostic software for the 8f series or do you have to spend big bucks to buy Toyota,s diagnostic tool. Any info on this problem would be a big help, thanks in advance
