No Drive

I have a 50FCTT that will not move, the mast works fine, all the contacts are working fine but the lift is not moving and no error codes.

Voltage between the Neg and the drive contacts is dropping out only getting 28V out of a 48V battery, testing the battery get a full 48V

Any suggestions where to start looking.

no codes suggests a mechanical failure. Possibly in FR contactor assembly? Display working? Tried LX handset? TB11 (1-6) voltages o.k? Power fuse, travel side?
