No auxiliary pressure

Hello I'm new to this ,but seems to be the place to go,I'm working on a side loader,it has a test port on the valve block in electrical compartment,I believe it is m1, I've been all over the hydraulic components trying to find missing pressure,it will not steer ,mast won't reach and crab won't work,the test port only has 400 lbs of pressure when it says it should be 2100 lbs,any out of the box suggestions on places to look,I've bypassed all in and out hydraulic porting to eliminate function nothing seems to help,I've installed new motor ,pump and pulled all components and visually inspect and cleaned,any ideas will be greatly appreciated thanks
