motor dies when applying clutch and/or brake?

Just bought this Toyota forklift, so don't know much about it, except it has 4010 hours and runs on propane. Looks good and supposedly had a recent tuneup. Forklift operates and runs fine, EXCEPT when I apply the full clutch or full brake, and then the motor dies. If I keep my foot on the throttle and speed it up, I can keep this from happening. Any ideas?
