Mast and Brake issue

Mast will not come down at full speed. Have new encoders and they will calibrate.
Brake also seems to not fully release, lift vibrates violently when moving. Have changed drive motor, brake and adjusted articulation.
Wondering if lift is partially in limp mode due to mast issue even though not throwing code
