Major Forklift Name Brand Company. Service Dept, Billing For Work/Repair Cost !!

I had a unit worked/repaired on by a forklift dealership company that quoted me a price to repair/fix a oil seal leak. After serveral tryes the service dept manger informed me that unit could not be fixed. The oil seal is leaking around the metal housing of the caseing where it is pressed in, and not around the rubber of the seal. The caseing would need to be replaced which would cost more then what the value of the unit is worth. The unit is no better off then when they started the fix. Oil leaking in the same location/spot and now they are billing me the quoted price, as if the unit is fixed !!!. How can this be right/fair or is this a comon practice, that a Dealer can charge a customer ??. I understand they have time in trying to fix the problem, but to bill a customer the same price as fixing it. Doesn't seem to be the same, fixed or not, Can they hold me to this price for a repair that didn't get repaired. Any advise would help me on going forward wiith this. I just want to be treated fairly and to understand the dealership's billing policy in general. I know each company may have differant standards. Looking for advise on handling this issue with company that I want to keep working with down the road.
