Lift has no frw or rev

I only have 37 volts on right side of capacitor. I have swap out card, 4 snubber blocks and rec bridge as well as capacitor from a another lift still no dice. I am sure it is something simple that I am missing but I'm new to working on these electric lifts. if someone could point me in the right direction it would be great thanks.

any help would be greatly apricated I have 36v to A1 contactor but not getting ground my foot switches all ohm out good
