Komatsu Forklift Controller is not working

Hello everyone,
I have a Komatsu Forklift 4 tons Model-2008.
Suddenly, the Controller (12V: 3EB-55-51711) is not working, I opened the controller, but I found that it's fully covered by some kind of Silicon cover and the board is totally covered under this silicon-elastic cover.

Anyone can help and advice what shall I do?
Can it be repaired or I have to buy a new one?

How did you get on ? I've repaired a couple of older Komatsu lifts. Always interesting to know how the story ends !
