Hi John,
There can be many causes for this code a bad controller, bad motor, bad ptc, shorted motor cables, bad or missing suppressors, leakage to chassis, etc. What checks have you done? What were the results? Please supply this info so we can help cause without it's just guessing not fixing.

Hi John. Have you checked for earth leakage to the chassis of the truck?

I did also replace the GE controller

If you have no shorts,in either control or power circuits,I would say the GE Controller is bad.
