Hunting at Idle

I have a Cat Gp25 K and a Mitsi FG25k.
Same engine When they are cold at idle they surge/hunt until unit warms up?
The Propane regulater has been rebuilt.
Also any body want to sell a MCFA Diagnozer program.I have the cables.
Copied the program with out the drivers.
Thanks in advance.
