H18D (391) Starting in Gear - Fault or normal?

Hello, I have a H18D (391) that is starting when the direction lever is in any position (FWD, N, REV) but I don't have another machine to compare it to. The machine drives and operates fine, no faults.

Is this normal before I start looking for a problem that doesn't exist, or is there a fault somewhere? If so, if anyone has any common things to check that would be appreciated.
