Forks not lowering

I have a walkie stacker Model MSW030LEN24TV092 that is not lowering the forks, everything else is working fine. when I press the lower bottom it makes a click like it is sending the signal but nothing is happening. battery voltage is okay and I checked the wires continuity from controller to the solenoid valve and they are okay.
Also, I'm not receiving any voltage @ the solenoid valve.
I installed an external power supply to feed the solenoid valve and it is working fine.
Any suggestions?
