This is a 45RRTT high bay reach truck. Forks are drifting approx 5" in 5 mins. Its not leaking externally anywhere, which rules out the cylinders. Cylinders are displacement type cluster cylinders. I removed holding valve threaded into valve block and inspected visually. Seems OK. Removed return line at tank with forks raised and still no fluid. The forks are still drifting and I don;t know where the fluid i going? Any guesses??

I eventually found the problem and you are exactly right. Flow control valve $700.00 piece of aluminum.,. Hehe

Check the flow control valve. Raise the forks. Go to the hyd tank, take off ( carefully ) the little plastic hose that goes to the top of the tank at the return and see if there is a small flow of oil. If so the flow control valve is junk ( internally by-passing).
Its not going anywhere, the packing is bypassing
