Forklift Starting Issues

Hello, I have a 2005 Toyota Propane Forklift, my forklift won't start unless I block the carburetor with my hand and then it will start but it shuts off when I press the throttle. I already did a compression test and replaced the regulators and checked all my hoses to make sure there are no leaks/cracks.

I am really lost on what the issue could be, do I need to replace the carburetor?

Assuming it's a aisin carb? Check gaskets Below on intake. Check intake for carbon build up. Is it a vacuum slow path on regulator or electric solenoid?
