Flashing N or Neutral

Powers up. No travel and no lift. No codes just flashes neutral. I do see 1.7E or I. 7E on Display not sure doesn't appear to be a code not a 3 digit code.
I've checked battery voltage 36.8v., accelerater potentiometer, seat switch, seat belt switch, FS and RS, checked inputs voltages at cpu 26pin. and checked good. Operator stated he just parked it and got off of it. When returned wouldn't do anything.
Any ideas.
