error 11 has to do with the start circuit, the accelerator switch
if the switch is closed on startup it will code out this code.
i would check and make sure it is returning to neutral and the start switch is opening when the pedal is released.
troubleshooting says to check P1-3 (wire 15) and make sure it is not shorted to positive.
it also says to check for a defective card, check P1-3 to negative. disconnect the wire and check P1-3 to negative, it should read zero volts, if not replace card.
