Engine stalls when wheels are turned in either direction all the way

Forklift runs good but when turning wheels in either direction all the way the forklift dies but will start right up after that

On the carburetor there is a "dash pot" with a vacuum hose hooked to it. It uses vacuum to sense when the engine is being strained while idling, and the rpm is dropping too low. It then pushes the throttle open some to prevent stalling. Check that to see if it is working and it can be adjusted for best operation and prevent stalling.
