Control Arm

I just picked up an old 20MT. I have 2 now. This one seems to have malfunctioning limit switches in control arm. It can drive with the arm all the way up and down. How hard is it to access these switches?

Also it seems that the brake isn't engaging when we release the throttle.

Following up with more detail. We have the drive wheel out. There is a rod that comes from the control arm to the drive wheel. This connects to a lever. The lever on ours is frozen. Has anyone had any like replacing or removing this? We are hitting it with penetrating fluid but it is refusing to move.
