codes out on start-up

I have an ac pallet jack with power steering that when both harnesses are plugged in the truck will not run and codes CO36864 and EP21588. If I unplugg the male connector going from the motor to the harness I get a code CO36864 and EP65281 and it is still a no go. If I un plugg the female plug and plug the male back in I get a TI33073 but the truck will run but has no p/s. I was able to swap the motor with another truck and it worked just fine. Does anyone have any information on these trucks.

The horn sounds on start up. I have checked a few tings and they seem to be functioning fine.

21588 is incorrect start. check for stuck button on thumbwheel not returning to centre. does the horn pip when you turn key on. if not check it out ,controller checks horn at key on. safety item
