couple of things to check

fwd/rev contactor may be defective
check for welded contacts, or a sluggish operation caused by worn parts in contactor armature parts (movable parts), or a bad coil.

check for a shorted #3 Rec
check for a shorted #3 Rec snubber (23 Rec)

check for a defective oscillator card
