clark slow hydraulics

can anyone help me with a clark ctm16s which has an intermittent problem with the hydraulics,sometimes the hydraulics only work slowly,the hyd pump motor is constantly idling but does not speed up when a hydraulic function is required,

yeah all the lever switches and the lift lower pot check out ok,
