Clark CGP40-Slow to pick up direction

I just took a Clark CGP40 in trade and the transmission takes about 5 seconds to engage once a direction is selected, whether in how or low range. We have not taken pressure checks or checked the pump or pick up screen yet but we have put it against a wall and the tires spin in low range.
Before we get involved in all of the troubleshooting process I'm wondering if this is an inherent issue with this series truck or is it something that is fixable?

hey sir duodeluxe...maybe the inching cable stuck sir...try to replace or clean or apply with oil for smooth operation...the problem i think is not in the transmission...if you have a burn clutch pack you can notice it in the ATF. maybe the probelm is in the inching cable and in the brake. the lining will not immediately back when you use a brake or the inching pedal..try to adjust the brake lining first sir..Got a problem with toyota 7 series forklift i just clean the inching cable and applied an oil.

I'm not sure where the problem is. I didn't think that the inching valve was a cause as well but it is. When you engage the inching pedal in the slightest, the truck will hesitate before picking up a direction. Its almost like the pump loses it's prime anytime the transmission is in neutral or once the inching pedal has been used.
I have been told that a 2 second delay is normal on this truck but it doesn't seem right to me.

Yes, I have found broken springs in the modulator valve that cause this problem, or no travel at all if the valve gets stuck.

It is not an inching valve problem. There is always a 2 to 3 second delay before the clutch packs engage. If you drive at mid rpm in one direction and shift into the opposite direction without touching the brake or inching pedal it will still take 2 to 3 seconds to pick up. If it happened only when the truck has been sitting for a while then I would suspect that the pump is bad. We've checked the solenoids and then work fine.
The book says it might be a broken spring in the modulation valve of the control valve.
Any ideas would be appreciated.

maybe you have a problem in your inching free play....adjust first the pedal i don't know more about this unit. i already encountered this problem with our toyota forklift......
