caterpillar v100f brake problems/stuck

I am a automotive mechanic. I bought a v100f and it appears to have stuck front brakes. I understand how the brakes at the wheels work but how does the hydraulic system work. With wheels off the ground I can not turn the wheels but maybe a 1/8 inch machine running or not running. With machine running wheels move about1/8 - 1/4 going reverse-forward. Machine will move if you give it full throttle but slowly and as soon you let off the machine comes to immediate stop like the brakes are applied. Sometimes when you F-R or R-F and move you will get a pop out of the front end. Parking cable is not seized so I do not believe the parking brake is hung up ( but have not been under machine to check the actual mechanism yet). Any suggestions what I should start looking at.
