C20P several issues - no brakes/clutch pedal and runs rough

Hello! Recently sold my older Datsun 5k machine and picked up this smaller guy for my home garage. Got it cheap knowing it has a few issues.

Runs rough, surges at idle. Intermittently wants to die when it's under full throttle.

My biggest concern is the brakes/clutch pedal. Neither one work, I have zero brakes. I can't get any fluid out of the bleeders on the front axle, or any fluid out of the actuator. On the trans from the clutch pedal. I'm assuming it needs new master cylinders for each, infilled them both and get nothing out, bleeding it the same way I would car brakes. Any ideas?

The last concern is the mast settles forward gently, takes a little tome but it settles ahead. Anything these are known for?
