Brakes not building pressure

I have a problem. The unit had not brakes right to the floor. Bled, adjusted. Got hard pedal but fell short. Replaced master cylinder. Bled adjusted. Still not stopping. Pedal right to the floor. Replaced both brake assemblies. Bled adjusted. Still pedal right to the floor. Works good in the air but as soon as I put the wheels back on and drop in on the floor I am not getting a pedal.

1- how much free travel in pedal?
2- did you adjust brakes ? If so how close are shoes to drum?
3- did you bleed master cylinder?
4- did you replace with same type master cyl ?
1- should only be around 1/2 in travel when you push pedal before it engages
2- should be 0.17-024 between the drum and shoes
3- bleed master cylinder until all air out
