Anyone know the rules regarding drilling holes in forks?

Hi,

I replaced a set of class 2, standard taper forks today.
The old forks each had a single, 3/4" hole drilled ~6" from the tip, that the operators use for various purposes.

I was wondering what the rules are:
Am I allowed to drill into the new fork?
Certain size?
Certain distance from tip?


Any help would be appreciated.

My understanding is you cannot modify the fork in any way. Your customer may have to purchase a special attachment.
