4.3L GM won't start unless #1 spark plug is removed

We had removed the head and had it resurfaced, upon reassembling. The engine will not fire unless the spark plug in cylinder 1 is removed. We have confirmed the plug wire is working and that plug is making spark. The engine will run and idle with that spark plug removed. Otherwise the engine will not fire.

Any help would be greatly appreciated.
