It is not the volts as much as it is the amperage. The contactors are known to go bad on these units. The volt meter may read same voltage on both sides at static. The minute you try hydraulics or drive and everything drops on the controller side.

Always go with the gut feeling....main contactor turns on. 25 v on Battery side 23 controller side- Replaced contact assembly. Good to go. Surprised 2 volts would make a difference.
