Turn key over and distribution board just gives a short beep every 2-3 seconds. Display does not come up. Checked key switch, access 1 connector, all fuses, distribution relay and not finding anything.

Hey Nick, did you manage to find out what was causing the issue for your reach? I'm currently dealing with an RMD6000s that is doing the exact same thing. It'll beep every 2-3 seconds but I disconnected CA204 from the distribution panel and managed to get it to start up somewhat normally, just enough to get it pulled into the maintenance shop.
Battery voltage is reading 37.45 on the Fluke meter and all the fuses and relays check out. If you have any advice for this I would definitely appreciate the pointers.
What ended up being the issue? Currently having the same problem.
Check the emergency disconnect switch.
Make sure all access modules power connections are snug... had an identical issue on sp4000... turned out to be B- on access 5 loose connection.
Assuming you've verified battery voltage is good, I would start checking CAN wiring
